Flower gardens are fun and easy and there are many ways of doing them. The very first step is to determine your soil type. If you are living on rock, then a flower garden will take extra measures. You might need to add nutrient rich soil. When you are planning on a flower garden you need to figure out what kind of flowers you want and where you are going to put them. Do you want just a rose garden? Do you want bulb flowers like Irises? Do you want flowers you start from seeds or do you want to go to your local nursery and pick from those already grown and ready to plant? After completing this step, you need to think about the water. How do you plan on getting water to them? Are you planning on watering them by hand with a hose? Do you want to put in timer irrigation? In my opinion, timer irrigation is the best way to go! It saves you time and money. Depending on which irrigation system type chosen, you will find most are user friendly and easy to install. I installed my system when I was thirty-two and I am a female. It was easy! You can go to your local hardware store and they should have little flyers and/or books that tell about their irrigation systems. You can even access some on the web! If you do decide to go with the timer irrigation, then you will need to research the applicable codes at your local city hall and perhaps even your water company. 
Flower gardens are very nice but be aware, they will require lots of weeding! You may want to give some thought to laying down some weed protection. Landscape Fabric Weed Shield, is a 3mm thick black plastic. This will work great on the side of a hill but tends to hold water (such as when you have a heavy rainfall) because it does not let the water through. Landscape Fabrics are another option. They are spun-bound polyester with added nylon and are durable and resist tearing. This one allows the water to run through it but does not allow the weeds to grow through it. You can get both of these at your local hardware store.

If you are laying down one of these weed protections, you will have to put weight on it to keep it in place. This may be where decorative rock comes in handy. You can pick out the color and size you want. You can also use the rock to make the walk ways through your flower garden. You may choose to lay 12x12 pavers or stepping stones down and place the rock around them to make your walk ways. Another option that you can use to hold your weed protection in place is decorative wood bark. Wood bark is nice because it retains water so it will keep your flowers moist and it will give your garden a whole different look and appeal. You might consider the use of sand. They have different colors of sand to choose from and therefore your creativity is only limited by your imagination.
